We seem infatuated with signing players from Italy which we often overpay and yet we only ever manage to get outgoings to the same league with whiffy loan with options to buy.

No different to any international signing and would usually be announced and signed subject to international clearance. Put it this way if it was transfer deadline day you don't get a vacuum of players not announced whilst the formalities with work permits are approved.
