I definitely think that's the case- how many people on here would be complaining about us not being kept informed if he kept his mouth shut?!!!

Think Plymouth know Norris is off and are just holding out for as much as they can get- it'll be them who've publicised the bids in order to drum up more interest and a higher asking price.
