What does this mean please

 

Young driver fees : 27.50 GBP per driver (less than 21 years except CWMR-SDMR-SWAR-SWMR-CDAR : 25 years FFAR-FVMR-SVMR-SVAR : 30 years) and per day

 

The Code of the car we are looking at is MBMR. Driver is 21.

 

I literally do not understand that sentence so will the young driver fee be applied for MBMR?

From what you posted no.

 

Although I'd ask someone first, it is normal to have to pay more for a driver less than 25 years old.

 

It is possible the insurance they have for superminis and economy cars covers people from 21 years old, so you may not have to pay and that is what the wording suggests.
