If you take into account the tax income from North Sea oil and gas, the duty on selling it as fuel, the income tax and NI from all those employed etc, it might well have put so much into the treasury that is effectively did.

If you use a machine exactly in line with the manufacturer's maintenance schedule (which has already been proven in the investigation), and a part which was not yet due for inspection let alone replacement fails resulting in a fatal accident, then I think they have a case. The value of potential compensation is a separate legal point, i.e. does it have anything to do with the manufacturer how rich you are and should that impact the compensation level.

Its based on a three-season period, and each year one year drops off and the next is added, so each year there is an assessment. They have changed the rules this season so they have to tell you within the season if you failed for the three years to the season before, so this season we can be charged twice.

Fleshing it out is one thing, but I think the messaging that they are now in the planning phase for large chunks of their agenda is a poor message.

I guess the criticism is why did they not PLAN before they got elected? 14 years to come up with good policy. Are they now starting again? Its a pretty poor message imo.

The current Labour government is what happens when you vote against something instead of for something - you are not quite sure what you expect. It is though also what happens after 14 years out of power. Labour forgot how the levers work and it takes a year or two to work it out and be effective. Too early to judge whether they use them wisely or not.
