I don't like the card readers that ask for a tip when you're paying up front and haven't even received any service. I do tip usually, but wouldn't if service was poor. Actually, not keen on tipping using a card in any case, since there's no guarantee the server will get the full amount.

That's not what I'm saying. I'm saying that the government can change rapidly and radically. I don't think our current administration would misuse it (they might cock it up), but with the rise of more radical government, history has shown how a government can use systems like this to quell any opposition. I think the majority concern is probably that we're being told this by a government that has screwed up consistently, both incumbent and prior, for over a decade. You just know this is going to be a fustercluck. Can honestly see, given the furore created, this being yet another U-turn. It's not the kind of thing that can be forced on a population if a sizable number don't want it. Doesn't even have to even be a majority. Even something like 20% could derail it and I can't see enough people being won over before the end of this government.
