Well this is what euro 2024 have to meet:-

Number of Stadiums and capacities 

The required capacities for the 10 Stadiums are as follows: 
3 Stadiums with at least 50,000 net seating capacity (preferably one of which with at least 60,000 net 
seating capacity) 
3 Stadiums with at least 40,000 net seating capacity 
4 Stadiums with at least 30,000 net seating capacity

I think if Russia was announced as hosts, there would be a huge boycott within minutes from many nations and sponsors.

Turkey have been trying for about 12-10 years to get a tournament.

 

But they just miss out mainly due to politics.
