No, you can buy them on general sale. As others have said though it's not really 'neutral' anymore.

 

I am tempted but £47 to sit with home fans is a bit much.

I bought 2 and the ticket office rang to cancel and refund me as they suspected I was an away fan. The end is only for neutral and home fans. Basically the same as any other ground in the country now
