The first round is also done on a regional basis, but it's wierd..the sections arn't equal and some clubs more northerly than others end up in the southern section.

The 36 teams to progress will be joined by the 12 Premier League clubs not involved in europe, to give 24 second round ties.

24 winners in round 2 are joined by the 8 clubs that qualified for europe, to give a nice even 32.

I'm not 100%, but I don't think the second round is regionalised...only the first.
