Do we have to play it? -
Essentially that your scouts/coaches (depending on whether your player or not and who you have assigned to certain duties) think they could possibly reach that level but aren’t sure. It should either become a firm good star or disappear as they get to know the player. But obviously changes to the strength of your squad overall will also lead to ratings adjustments, as will injuries, training, etc.

Maybe the incredibly disproportionate time and energy that goes into whining about this could be spent on the much more significant issue of male violence if people actually want to improve things.

It’s not hypocritical though, it’s two different entities making completely separate decisions. If you think the West Midlands police have made a racist decision then by all means challenge that, but there’s no hypocrisy here.

The decision to take the knee for BLM is made by individual players, teams and their respective football leagues. The decision to ban Maccabi Tel Aviv fans was made by West Midlands police and the Birmingham Safety Advisory Group. Who are you accusing of hypocrisy and why?

Add KDH, Jamie Vardy, Mads Hermansen, Wilfred Ndidi, James Justin and Kelechi Iheanacho to this squad, and take out the raft of mediocre mardy arses we've either signed in the meantime or managed to loan out last time and we'd be doing a lot better under any manager. Monga (maybe James, too soon to tell) is pretty much the only addition who would get anywhere near Enzo's squad.
