I.think Everton’s issues were more related to claiming back costs pre planning consent (which isn’t allowed) if king power finance the development then I suspect there is a way around the interest payment issue - after all I think king power own the stadium

If king power genuinely have money to invest in the club then this happens quickly it’s one of the few ways that you can spend and generate income that counts towards psr
