No, I think it is more that established Premier League clubs want to make it virtually impossible for promoted clubs to compete. We would have been the same years ago. They have closed the loophole (that should never have been there in the first place). Ourselves, Everton and Nottingham Forest knew what we were doing so no sympathy but there is no doubt we are all a victim of timing where the Premier League want to be shown to be "tough". Clubs have seen points deductions coming in for strugglers which makes their life easier. They have also seen clubs sell car parks and women's teams to comply and be allowed so why vote against that when you could use it at some point?

And let's be clear, clubs in whichever position would vote whichever way suited them. Self interest is rife.
