Ok it is true according to English Heritage. However, I think it's only within Greater London that the rule applies...

I wouldn't trust wiki as far as I could throw it but have a look at the first bullet  point under 'selection criteria', I know it's for London blue plaques but couldn't find one for uk blue plaques.
