Change is not good. <_< It's the most forged note (not many people bother with £50's as they aren't accepted as readily as £20's) so they wanted to bring one out that was harder to forge.

If they didn't know about the new ones what did they think it was? A stupendously bad forgery of the old £20 note? Or maybe a nice piece of work on Microsoft Paint...
