Why would a teacher be prepping for the new term already?

Surely you wait until you know when the Ofsted inspectors are popping by for a chat, and then do the prep work just before they arrive.

Wouldn't want to be too prepared... prep work seems like a lot of effort, especially if there's nobody coming to see it.

That happens all the time it seems. It's a sad state when you have to hope you get a marker who isn't either in a bad mood or is a stingey git.
