In the case there is no point in have a 3 year reporting period as you will alway have years included in more then one period. Not sure that logic follows, yes it a 3 year rolling period (4 for the one they were punished for due to covid changes) But the actual rule break is for the accounts submitted for 21/22 as that the accounts which took them over the limit. They could have done what we did and cut spending and sold to meet the obligation, they knew the the limit they need to stick to. They could have done the same for the 22/23, but chose not too.
