I think your wrong on the power of the penalty. I've coached girls, boys and women's. They can hit it as hard. I'd say it's more a repetative accuracy thing and then just the pressure. These women don't come through the same route as elite men/boys who are in academy football daily honing their skills. Most girls are probably training 2 hours a week at best. Mine trains 7 hours a week, but has to play for 3 teams to do that and she's at quite a high level. Its definitely improving in quality though as it's progressed over the years
