Except they come and go quicker and don't stop on the steps, blocking your view, taking 5 minutes saying their goodbyes and then standing in front of others because they cannot actually get on the stairs because of countless others who have made to leave yet suddenly stop there watching, stood up and therefore impairing those still seated and, of course, creating a safety hazard. Apart from that, no different at all.

This is it, for me. If you're going to leave, do it in a fashion that suggests you have consideration for others. Making a big show of standing, saying goodbye and then blocking views and failing to leave is pure selfish rudeness.

I think it is because some people (whether you like it or not) are aware that a decent chunk of people turn up, fold their arms, behave anti-socially and contribute nothing to supporting the team. Their priority is arriving late, spending money on crap food and beer and leaving early. And although I agree it is their right, it is also fair game for derision in my eyes. That's how rights work.
