I'd have thought it was fairly standard for most bigger sides loaning players to lower league sides. You want the player playing and improving so you can sell him at profit or re-integrate him when useful. Him having to be in a percentage of match day squads when fit seems logical. We don't have to play him and seeing as you can have so many subs these days not really a massive bind. We just need to send him back in January and try a different route.
