Context is everything You make a point though. If you can handle yourself, you're not going to feel unsafe anywhere. It is a little bit an age thing. When you're young, you're invincible, at least, it's how you feel, but as you age and maybe get some bad experiences, not so strong or fast, then your perspective is going to change. I doubt few people feel that where they lived in their youth is safer in their middle to later years.

Again, I'd guess not until the 20th century. The only time working class people would have flags out is if a government official or royalty were visiting. They wouldn't have a large flag at any other time.

What is the reason for flags? I mean originally. They were to show two things. 1 - the presence of royalty or a representative of the government. They were identifiers of authority, that in this place you will have access to civil services, such as maybe available... Castles, courts, town halls, jails, harbour masters, etc. 2 - the alignment of armed forces on the battlefield and on ships. I'd bet good money that the phenomenon of flags being flown outside these circumstances never existed before the 20th century.
