What you clearly have is a 20mph residential zone moving into a more open 30mph zone at the junction, hence the signage.

They may have save £70 of benefits that week by not paying him but they will have to pay £500 to someone with a clipboard and a device that goes ping to go and have a look and then write out duplicate reports to send to 10 different departments. Then they will send a workman who will swap the signs over
