I think it's a pretty easy decision. The nations league is obviously more competitive than friendlies now, so if you're an England first team player you go with the main squad. If you aren't deemed ready, you go with the under 21's. No point pushing players to the Under 21's now to help there unless it's meaningless friendlies we're playing in.
