Well that's not really true, the levels of oxygen have fallen over millions of years and insects have actually grown alot smaller.

Is that because their lungs have had to grow smaller to cope with the lack of oxygen ?

Why would lungs have to be smaller if there was less oxygen?

Insects don't have lungs apparently, the oxygen simply diffuses into them through their skin. The lack of oxygen compared to earlier times means it can't reach as deep into the insect as before, thus we have smaller insects. I'll admit i'm not an expert, just googled it. I do find it fascinating that there were dragon flies with wingspans of several feet though.

I watched the same documentaries on BBC4 also. But I do need to pedantically point out that insects do not have skin.
