If you can manage to remove the plug there will be a screw that winds in and out underneath it to adjust the height and this usually has a little locking nut to stop it from adjusting itself. Also have a look inside the hole itself as when you turn the overflow bit there is a little flap that should go up and down that in turn lifts the plug

Yes the plug could be stuck. The only option you have is if you cant get a really small screwdriver or maybe a stanley knife blade in and prise the plug up is to remove the trap and push the plug out from underneath, obviously if you do have to do this make sure you get all the water out the bath first 🤣 another option is if you have a plunger maybe the plug will pull out using that

If there is a flat face on the spindle bit in the bath then line up the screw on the bit in your hand. You then need to put a screwdriver (or it could need an allen key) through the hole in the cover and tighten it onto the spindle
