What does safe standing mean?

OK, stupid question, but what does safe standing consist of?  I’ve just bought 2 tickets for the Stoke match in “safe standing”, and my son is adamant there’ll be seats, but also rails we can hold on to if we want to stand.  I’m sure it means there won’t be seats, or the seats will be locked in an upright position.  Who is right?!

There are seats with a rail in front

Almost all in england (including stoke) simply have a rail in front of existing seats.

If you're lucky you'll also get a steward to stand aimlessly at the top of the stairs at the safe standing section like in SK3/4, doing absolutely nothing all game other than get in everyone's way
