As others have said it's complete rubbish that this is the kind of thing governing bodies are thinking about instead of issues that have massive campaigns behind them like safe standing and such.

How do you know that? Can two or more seperate items not be weighed up simultaneously? Just because action has been taking on snoods, it doesn't mean it's the only issue that's been on FIFA's agenda recently, for all we know the issue of safe standing could be at the fore front of their minds.
