The Senate (Democrat) passed the spending bill, the house (Republican) didn't pass it. Obama doesn't get a vote. This is a tactic to repeal Obamacare pushed forward by the ultra conservatives. I think the main stream republicans aren't really for this tactic and they'll surely pay for it in November and in 2014. If you're interested here's a CNN report

If you're interested here's a CNN report I think like you it's mainly the hardcore Republicans (Tea Party etc). Most of whom are probably paid or given money through whatever means from health insurance companies - hence why they are opposed. Most Republicans remember what happened the last time this happened under Clinton. Republicans blocked things that shut the government down but after while the public grew fed up and Republicans had to pretty much agree to the demands the democrats were asking for just prior to the shut down. But from what I understand they're struggling/refusing to even negotiate this time so it could last longer than the 18 odd days it lasted last time. The thing I watched said Republicans had refused to even negotiate 18 separate times then a few minutes before the shut down offered to negotiate last night but by then it was too late and more of a empty offer to make them look a little good. Given this has happened again when there's a democratic President it could backfire for the Republicans especially as the economy is a lot worse than under Clinton and I can't see them being successful repealing Obamacare.
