That doesn't address the issue that a known banned poster has setup a new account and just carried on, if you are happy with that situation I'd suggest changing the forum rules.

If he does that, and I expect he would be given his determination, surely there's little they can do besides ban each account. It does seem as though they've given up because of his persistence, though. That being said, he was popping up with two or three new accounts a day for a few days so I imagine it's hard to keep up.

If you really find it that upsetting there is an ignore button, even more useful if he retains a fixed account.

TPH is a really intelligent bloke and the posting styles are very different.
