Everyone bangs on about intent but is that actually in there? I'm asking because I have no idea! It seems an ambiguous rule that could do with some clarification.

I think ultimately the ref has to make the decision based on the context rather tan a specific law

Not sure on the official definition though Half the time penalties are given because a player has (stupidly) left their hand out there - they're not intentionally going for the ball like Suarez against Ghana. You can still have foul play when there's not intent - a player is clearly going for the ball but accidentally mistimes it and just catches the opposition. There's no intent to take out the player, it's not dangerous, but it's still a foul. I dunno, it just seems the handball rule is a bit of a grey area
