As are the main things in question, such as public services, schools, and large/future economies such as China and India. As Webbo said, its a satirical piece and shouldn't really be looked in to in great detail. Though if you wanted, instead of using it as a stick to beat Cameron with, you could look at Blair and ask why he didn't implement the changes, if Cameron is still having to talk about them? It was a dig at both of them and more at MP's in general and how they use the image manufactured by spin doctors. I never mentioned anything about policies.
