Leicester City Council has published a list of its highest earning officials.

The council is required to put the information in the pubic domain and has released the figures after approving its 2015/16 pay policy statement.

The highest paid council officers are:

Andrew Keeling, chief operating officer - £123,231 - £127,485

Frank Jordan, strategic director of city development and neighbourhoods - £110,484 - £118,983

Frances Craven, strategic director of children’s services - £110,484 - £118,983

Kamal Adatia, city barrister - £79,674 - £85,574

Ann Branson, director of housing - £79,764 - £85,575

Tracie Rees, director of care services and commissioning - £79,764 - £85,575

Ruth Lake, director of adult social care and safeguarding £79,674 - £85,575

Andrew Smith, director of planning transport and economic development - £79,674 - £85,575

Margaret Libreri, director of learning, quality and performance, £79,674 - £85,575

Miranda Cannon, director of delivery, communications and political governance - £79,674 - £85,575

It's the volume of them, though, and the unnecessary levels of middle management below them on fifty or sixty who only actually manage another couple of managers themselves.

Fortunately, it is something that's being addressed in many divisions now.

Hard to say without knowing what the structure is like further down the chain. If it's anything like the public sector structures I've seen, there will be about five further levels of "managers" each simply instructing downwards and reporting upwards, themselves earning £60k+, before you get to the productive people.

Exactly this.

Obviously I'm on dangerous ground here as my boss (or, one of them) is on that list. But that's spot on. The director manages four heads of service who each manage a couple of section managers who each manage three or four team leaders who ACTUALLY manage the front line staff.

Crazy. Though currently being reviewed.

I've appointed Rory Palmer as my deputy, and the following councillors as Assistant City Mayor:

 

 

What bothers me is not the salaries per se but that jobs are being cut at all levels but seemingly not those at senior management levels. if so many services and budget levels have needed to be cut surely you don't need the same levels of management

One Asian name in a lost of about twenty, how is that representative of the City?

The salaries look fine, but that kind of management structure looks overkill, particularly given the likely senior managers and managers underneath.  Half the jobs there could be done by managers.

Not at all but we clearly have a problem, almost a white labour biridery looking at that.

A city a diverse as ours should have far more Asian representation in senior positions than that shows.

Don't see any problem with those figures tbh. Pretty important and high profile jobs

Crazy ... You obviously don't work In the council , these People bring paid crazy pension contributions, cars , relocation payments , healthcare etc......
