All it takes is a 'Sorry officer thank you for pointing it out.' Sounds a lot better and makes it possible for the police to do their job quicker leaving more time to catch 'real criminals'

If you look at the photo, the guy is on the zig-zag markings at the school gates. It's not as if he was some way down the road.

That wasn't a policeman, it was a grubby journalist ramming a camera in someone's face. The guy clearly wasn't reacting angrily to the concept of his daughters safety, more the blatant invasion of his privacy and odious moral high ground stance of the "reporter". As for the police well, they say in the article, "we've got other things to do" and yet there they are hanging around school gates proactively seeking out minor misdemeanors to charge. This is blatant profiteering from both the police and the media, using the safety of young children as a proxy through which to issue fines and get footage of pissed off reactions respectively. If you can't see who the real scumbags are in this scenario then I feel sorry for you, truly.

My impression is that they guy had just picked her up and was moving slowly away from the school gates so as not to cause further congestion, and once he got out and onto the road he would have made the child put on her seatbelt. But before he could do that a stranger has opened his car door and started accusing him of all sorts while shining a camera directly at him and the child. If a stranger did that to me while I was trying to drive I wouldn't be particularly welcoming either. It's a blatant invasion of privacy. Once again I'm gobsmacked by how supposedly left wing posters can forget their principles so easily.
