Agency drivers, for example, will be expected to provide their own kit. It's not cheap, so guess what, they don't bother.

Well then, there's clearly something going on and these places are avoiding the law however their doing it. So therefore they're exploiting something. It's a widespread and well known activity throughout the UK. Even villages have "acquired" vape shops and Turkish barbers.

Why is nothing being done? Do we need a change in regulation/the law to prevent this very obvious loophole?
