Steve Walsh and his scouts select the players Rudkin does the deals if Claudio says yes to the recomedation. That's the process and has been for 4 seasons. If he's shit - Ranieri signing. If he's good - Walsh signing.

The Portuguese has impressed since his September debut and gone on to become a regular in Vincenzo Montella’s side. Tuttosport report that Claudio Ranieri is resolute that Pereira should be his side’s first signing in January, and is willing to splash up to €11 million to ensure a deal is completed. Despite having only arrived from Benfica in the summer, the Ligurian side are prepared to cash in on the youngster, with the Foxes the favourite side to sign him at this stage. Sloppy journalism in my opinion. That and €11mil for a player whose value has rocketed from €190k in a few months makes no sense. Obviously none of us really know the quality of the player but the fee seems excessive.

P.s I've never heard of him.
