Who knows but saw this rumored elsewhere:

 

"Aston Martin’s is only believed to be a minor breach so their penalties wouldn’t be as severe, I would imagine a lot of their overspend was spent on new factory and facility development.

Red Bull are the ones with the major breach that could have a massive impact. It affects their 21 campaign, 22 and 23 development"

Toto says in the video below that one was procedural that means one team put their records in late or incorrectly, which is a slap on the wrist

if that is the case then that falls into the second section of reprimands which could be a combination of a reprimand, deduction of constructors and/or drivers points, a ban for a certain number of races, limitations on testing – both CFD and on-track – and/or a reduction of their cost cap.

If we are going to have any considerable race it needs to be ASAP as we was already time limited on a dry track, it will definitely be a timed 2hrs race now, looking how the track currently is with the safety car going round we could end up with a sprint race

Start procedure will start at 13:05 BST, pit lane will open at 13:25 BST, close at 13:35 BST and formation lap will take place at 14:05 BST.

So we are doing this race differently to the delayed start at Monaco, the 3 hour window won’t start till 2:05 as the race start is delayed so we should get a decent amount of racing

No - the race clock is always 2hr, the 3hr event clock started at 13:05 (UK time), and the race will start at 14:05 (UK).

Yes the race clock is always 2hrs but according to crofty the 3 hour event time is starting at 14:05 and not the original start time of 13:00 

for Monaco the 3 hour event time started at the original race start time despite the race also being a delayed start thats why that was a time restricted race
