Unfortunately, in the absence of being able to ascertain such feelings in advance and with a social system (rightfully) built on the presumption of innocence rather than prejudice of guilt, it makes that a rather tricky matter practically.

The fella (thankfully now shot dead) was a German citizen who had previously been arrested for having links to ISIS. He was supposed to be under probation supervision. 
 

Just as those responsible for 7/7 were British citizens, it’s not just immigrants who with us ill

However, my point is direct answer to the past above in that unless you know someone "hates the West" before they come in (is that on the immigration questionnaire, I wonder?), it's a mite tricky to not let them "come here" for that reason alone.

My point is that those coming to the west pose no more of a risk than those who are already here as nationals

Reading that people claim benefits for anixety. I have had that all my life yet dont stop me going to work. Never realised that was enough to claim benefits. Benefit system is a mess.

I think it depends on the level of anxiety and/or what you class as anxiety. A full on agoraphobic has great difficulty in functioning normally, though could work from home maybe 

 

Sometimes there is work that people on benefits could do, but employers would prefer to employ more capable candidates. Rather than trying to just incentivise these people to work, companies could be incentivised to employ - but then you get people complaining that jobs are being given to people "with one leg" or "from the looney bin" or "they're a bit slow".
