There is no such problem as over-population - it's a myth made up by nazis and neo-cons. Every family in the world currently could live on half an acre of land each in Australia and still have half of Queensland to spare. And the rest of the world would be empty of people and would just be inhabited by wildlife. Plenty of room to spare. I think we would need another 50 billion people on earth before over-population became a problem. As the old saying goes, "There is enough for peoples needs, but not for peoples greeds."
