No, it is not illegal for a person over 18 years to possess a firework, flare or smoke bomb, but it is illegal for a person over 18 years to let off the firework, flare or smoke bomb in a public place. A person over the age of 18 cannot legally be arrested for being in possession of a firework, flare or smoke bomb, other than when entering or attempting to enter a football match. For instance, the arrest of a football fan at a service station for possession of a smoke bomb in their car is an unlawful arrest unless the fan admits to the police officer that they intended to take the firework, flare or smoke bomb into the football ground later that day.

I find it really, really difficult to understand the hype around flares. In what way is it creating atmosphere? The ****ing drum creates more of an atmosphere at the ground than any bit of pyro or smoke ever has or will. You want to organize huge, impressive tifo / pyro displays then God bless you. You have my utmost support for what will be a herculean task. But you want to just stand and jump up and down waving a flare with a scarf on your face? Good luck with the stewards. Next time you want to waste the price of a match day ticket, by all means feel free to PayPal me the money and save yourself some rough handling. I am all for noise and anything that creates noise. Noise is atmosphere. A bit of ****ing smoke? Give over. Oh and anyone who's response to this is to call me miserable, granddad, a killjoy, or anything else best to **** be under fifteen years old or I seriously, seriously question your capability of functioning as an adult. Good job we have all these expert flare users to let off the flares in the flare stand so no one gets hurt. Should we allow regular fireworks in too? We could have a firework stand? Maybe we should switch the firework and the flare stand around with the family stand?

I assume people are buying them from dodgy online sources as a quick google search shows is possible. Therefore the manufacturing of these is potentially unsafe. Would you buy fireworks online from an unknown website in the Czech Republic, then stand next to your child in your garden and set them off? Or worse, somebody else's child like in the family stand?! Unless the industry is more tightly regulated, I don't think such devices have a place in football grounds. And even then should only be in designated areas.

Well, there you go. It's not so much about the flare itself, it's about the process of smuggling one into the stands that gets the kids that kick they're longing for.
