I'm talking touching distance. Personal space. In which case, I'd probably start with polite objections and build up to crass abuse.

You are sat on one, and a bloke sits on the next one a few minutes later/ He lights up, and the smoke is blowing straight across at you. Is that going to result in a tirade or not? We need some examples here. I like the bans in that WA article: Banned: tobacco product displays in retail premises (with exemption for specialist tobacco retailers) Advertisement Banned: smoking in outdoor eating areas (with some exemptions) Banned: smoking in cars with children under 17 years present Banned: smoking near children's playground equipment Banned: smoking between the flags at the beach Banned: forcing staff to work in designated smoking areas
