Well they will never remove Brazil from the World cup because of this. Whatever the laws / rules state it ain't gonna happen as all parties don't want that to happen.

TBH they aren't likely to kick brazil out of the WC for that, only the smaller countries would get that punishment because, commercially, they don't provide as much revenue for FIFA as the big nations Besides, Who would replace them if they were ejected? all the play-off losers could have a valid claim to that place so all hell would break loose.
