Puzzling. He is abusing his position as Lord Mayor to take a rather sly dig that's the problem. As well as blowing the situation out of proportion. The team is hardly a disgrace to the city is it. It's football ffs.

Saying he looked 'confused' at events. Ignored people at functions. Refused to leave functions when asked. Used Blackberry at civil engagements, used his Mayoral car to go to a 10min weigh-in, refused to make a speech at a function claiming it would be 'embarrassing' And going to events ad-hoc after reading them on Twitter

davieG Posted 20 October 2010 Author Posted 20 October 2010 Concerned council officials became so worried about the Lord Mayor of Leicester's behaviour that they created a confidential dossier on him. At one stage, they went as far as gathering 'discreet' photographic and video footage of Councillor Colin Hall as he went about his official duties. Parts of the file – which includes dozens of e-mails and briefing papers – were eventually sent to the council's chief executive Sheila Lock, who gave feedback to the Lord Mayor and persuaded him of the need to change his behaviour. The council says that since then, the overwhelming response of the public to the Lord Mayor has been positive and the number of complaints has fallen away. In the first few months of Coun Hall's term as Leicester's first citizen, numerous concerns were raised, most notably when his trousers fell down as he addressed a group of schoolchildren. The documents were released to the Mercury under the Freedom of Information Act. They included suggestions that he "gatecrashed" events after hearing of them on Twitter, refused to leave events when asked and used his Blackberry device during civic engagements. The internal documents also said he ignored some people at formal events, while one event organiser asked that he did not make a speech, fearing it would be "embarrassing". The documents suggest some organisations had refused to invite Coun Hall to events. Previously reported "high-profile" incidents in the documents include his refusal to attend a civic service atLeicester Cathedral. In a written response to the file, the Lord Mayor said: "It is true that the issues highlighted in some of the media coverage over the summer did give rise to a couple of organisations pulling back from proposed engagements. "However, the recent feedback, both verbal and written, has been overwhelmingly positive. The balance of recent articles in the Mercury has reflected that." He said that since July he had not received any complaints. One of the briefing notes ends with: "The Lord Mayor finds it difficult to comprehend what is expected of him at various times when performing ceremonial duties and looks at times confused." The documents show that a partial list of observations was sent via e-mail to Ms Lock on June 29 by an unnamed member of staff with the message: "Reference our discussion earlier, info as requested. I have also taken some discreet video footage and pictures." It does not say what the film was of, but the council said a summary of the film was passed to the chief executive. Council leader Veejay Patel said: "There have been many lord mayors during my time as a councillor, and they all have their own personalities and styles." Concerns raised on the Lord Mayor's behaviour The documents show a list of concerns about Lord Mayor Colin Hall's first few months in office this summer. Names of junior officers and members of the public who sent or received the e-mails in June and July were deleted before they were released. City council chief executive Sheila Lock bore the brunt of anger over Coun Hall's absence from the city's annual civic service at Leicester Cathedral in June following a dispute over which prayers would be said. Coun Hall is an atheist. In an e-mail to the council's legal boss Perry Holmes the day after the service, Ms Lock wrote: "The civic service was very difficult. I had a succession of people bending my ear about the Lord Mayor issues. Perry, we need to see him urgently." Tory councillor and former Lord Mayor Michael Johnson expressed concern about Mr Hall not attending the service on BBC Radio Leicester. Coun Hall later sent a letter to him, the documents show, saying that his "personal attacks" had the potential to cause "considerable harm". The council's media boss Mark Bentley was sent an e-mail when Coun Hall's trousers fell down on June 29. It said: "The Lord Mayor has attended Southfields Library today and, while making a speech in front of primary children from three schools, his trousers fell down to his ankles. Not sure if the press were there but the chances of it not being made public given the number of people are slim." Mr Bentley replied: "Oh my God. I am completely lost for words." The Mercury broke the news with a short piece on page two of the next day's paper. It led Mr Bentley to e-mail senior staff to say the mayor "got off lightly". He predicted other media outlets would pick up the story, and be less restrained – the story made headlines globally. Legal experts at the city council warned that Coun Hall might have libelled the Mercury and its editor on his council-hosted blog and left the council open to legal action. Perry Holmes wrote to chief executive Sheila Lock on June 28: "There is a section in our conditions of use saying blogs mustn't be used to publish anything defamatory against organisations of individuals. "Accusing the Mercury and specifically its editor of a smear campaign is probably covered by this." Mr Perry feared the council's code of practice could also have been breached and the offending blog was pulled. One internal briefing note reads: "Comments have been received concerning the Lord Mayor 'gatecrashing' events when he hasn't been invited in his official capacity." It adds: "The use of his Blackberry during civic engagements has also been commented upon. "The Lord Mayor refuses to hand over his Blackberry to the civic attendants for safe keeping. "The civic office have received phone calls asking who the new Lord Mayor is and when the caller is informed they said they do not wish to invite him and ask if they can invite the deputy instead. "When the protocol is explained, the caller decides not to invite the Lord Mayor." Recalling an event at a city community centre, another internal e-mail between two unnamed staff members said: "(Unnamed person) stated to me that she was uncomfortable with the Lord Mayor at the event as he would not converse and also that immense damage would be done to the city. "The Lord Mayor was not invited to speak as she was worried it would be embarrassing." Coun Hall asked to use the publicly-funded civic car to go to a 10-minute weigh-in outside the city as part of his weight-loss drive. An unnamed staff member wrote him an e-mail to say: "It would be hard to justify this to taxpayers if the Leicester Mercury picked up on it." Documents show the head of legal affairs was informed that Coun Hall, while still Lord Mayor-elect, did not want prayers said before full council meetings. After the announcement was highlighted in June by the Mercury, other media showed an interest. One e-mail to Perry Holmes, linked to an article in the Glasgow Herald, said: "Just an example of how the Lord Mayor stuff is growing and will continue to grow. "We've already had interest from the Express and Daily Mail on the issue."

I've not agreed with all his politics or his delivery........ However we have in Colin, our own Boris. I'd rather have Colin to entertain me with his opinions and swagger than some faceless, priveledged, Daily Mail reading, 'middle to upper class', head nodding, hand shaking, bland talking, yes-man and his Mrs. I've met other Mayors and can't remember a single individual characteristic of any of them at functions if I'm honest - a robot could have fulfilled their duty. And you know what, saying prayers is outdated before council meetings - it doesn't reflect our community - Mayors shouldn't be an agent of any church. Sousa was rubbish, Mandaric did let us down in engineering that appointment when we had a perfectly fantastic young English manager in place at the time. No perhaps he shouldn't twitter or use his Blackberry during meetings or to relay personal opinions - but most people do. Colin supported the Fosse Boys - Even when I wasn't so sure! And as a person - and a person with position, he's still allowed a beer and a rant. Find me a Mayor in the past that knew what a Blackberry was and how to use it during his tenure. Colin is a character. Colin is different. I thought we celebrated diversity in Leicester - not outed people because they didn't fit the robot role profile mould. Change, discussion and development comes from difference and yes Colin is different. Don't let em grind you down Ultra, I don't agree with all you do and say but I believe you've earnt your right to fulfill the role as you please rather than be a silent, nodding, yes-man. I'd be on my blackberry at some of those functions - I bet they are so boring the only other alternative would be opiates - it's maybe how your predessors got through! ANyone who has had any dealings or debates with him will know he's a ignorant bigot of the worst kind, he makes the NF, BNP, EDL look like chumps, atleast they portray there true selves, unlike Ultra, who attacks with great disgust, anyone who disagree's with him or anyone that proves him wrong.......what a foooking shame!! I for one am glad at his downfall and i'm glad he's a laughing clown, he fully deserves it!!

I know, I know - I just still have an ounce of compassion left for Colin. However strange the man is, he's not dangerous, he doesn't plan evil and he's not really causing significant harm. He's bringing significant entertainment. He's many of the things described and listed in this thread, personally I just find it difficult to condemn him to public slander. Don't get me wrong there are people on here that I wouldn't blink an eye if they were bludgeoned to death with a sparrow in a sock by a gang of school children, I'm just not ready to pass sentence at this time. My question is this: 'If they didn't want a Colin, who appointed one?' Has Colin from his previous role in the public eye changed so significantly - I think not. If I want Helen Mirren cast in my film but I give the job to Susan Boyle from X factor, I shouldn't be surprised when 'Ronseal' isn't written on the tin and they don't want her at the BAFTA's. It's hard being in the public eye and if you are not naturally equipped with skills to do so it can go wrong very quickly - maybe they should think about more support and guidance a little earlier or a screening process or training........... It's like asking Daggers to be Head UN Peacekeeper....... it's gonna be funny and it's gonna end in tears but Colin was never gonna be anything else but Colin. And Colin hasn't changed. N.
