It’s a derogatory term for ‘poor white trash’ in the US southern states.

It's a reference to white people in general being "whip crackers" (ie. slavers) isn't it?  Or is it one of those slurs where there's different uses depending on who's saying/where or when it's being said, like slut?

The etymology is uncertain but appears to pre-date slavery:

Well, language evolves, Carl, ever more quickly since the advent of the internet. However, it’s usage was very specific as a derogatory term for poor whites when I first encountered it in Southern Appalachia in the 80s.

Honestly, I genuinely can’t keep up with everyone’s own different racist terminology. Expecting absolutely everyone to be completely aware of every single racism connotation in all of history is ****ing ludicrous and counter productive towards achieving actual tolerance.

I dont imagine anyone expects everyone to be aware of every term and its connotations, however it seems fair to expect an international organisation to know.
