Until they do I wouldn't rule this out. The only quotes supplied were those from Top which we already knew about. The quote is from him, or his agent. It's just been worded to let us down gently as he obviously respects what we think of him.

Because 2nd choice will be thrown back in their faces, its just the way things are done, even if other people are spoken to they'll keep saying they always wanted whoever gets the job as their choice anyway, but it doesnt look great at negotiating table if someone knows youve been turned down already.

Why are we so desperate to have him back now? These banners won't impress the hammers, nor have ANY impact on the owners or MON himself.

The Daily Star mentions that O'Neill has let "close friends" know he doesn't want to tarnish his previous record with City. Before that the report says that O'Neill is READY to reject a second spell. Seems that one report has been copied by others. Still doesn't smell right to me.
