I guess it's one of the issues that you have to have it for everyone or not at all, since it could be seen to give an advantage/disadvatage to those that have it vs those that don't...

naw, how does it give anyone an advantage? particularly compared to just the entire nature of tournament football meaning that no two teams will ever have had the same recovery period before playing each other

But we need to scare the sheep about the climate change. Even in Canada it's "45c" now and a cooling break is necessary. Do you think some of the low 20s IQ people watching the game will bother checking the actual temperature there?

Your imagination is too limited then, if you cannot see how to use such additional breaks to your advantage, especially in a overall tournament.

in match yes, but there's not just one team stopping for a drink while the other one plays. Having a 2 minute break in a match 3 days earlier does not give you any sort of advantage

It's not just about one match.  It's not just about one team. It's a tournament that needs every team and match to have the SAME RULES, or any difference CAN AND WILL BE TAKEN ADVANTAGE OF - if you have no idea of how and why that can be done, then, as I said, your imagination is too limited.  (Note: Coaches etc. can have full input during these breaks.)
