So if you can't get a work permit through International Appearances, you have to get one through a series of criteria where you have to reach 15 points, from looking at it I believe Adli would only manage 10 points and therefore not be eligible

His team Toulouse play in Ligue 2, which is classed as a Band 4 League, according to Transfermarkt Adli played 2,519 league minutes last season out of a possible 3,420 (74%), for this he gets 4 points

image.png.ee48b5ae666502781a8f6d99c159f7d6.png

You can also get points for playing in Continental competitions (Champions League etc.) so Adli can't get any points here

You can also get points for your clubs final league position, however due to the banding of Ligue 2, you only get points for winning the league or being promoted, Toulouse did neither so no points available here

You can get points through the quality of the players current club, with Toulouse being a band 4 team, he gets 6 points

image.png.b8dd898918d949de0448142c4a347b7f.png

That is it, they are the only ways to get points towards a work permit, he only got 10 points so is not eligible for an automatic approval of a work permit, it can go to an exceptions panel (like how Kramaric had to when we signed him) where the club need to prove why he didn't make 15 points, or try to show that he is an exceptional talent and deserving of a work permit (no clue have a club does this)

image.png.a7361adb56b9d5c5de6ba20877ae5bf5.png

Basically needs to move to a top division team and play a lot (like Sowah) and then he would be able to get one next summer

***This is how I have interpreted the given rules, I COULD be completely wrong, but I can't really see anything else in the document that would suggest how he could get one

Ahh I see, thanks for that. Looks very unlikely then but at least I can watch out for him over the next few years...

You are definitely the best poster on here who has grasped the new transfer rules. The only thing we don't know is how lenient the exemptions panel are, there's not been enough incidents where one has been needed yet, unless it hasn't been disclosed. Now either that means clubs know there's very little point in trying to go for players who don't make it or because its a tick box exercise and its not as bigger problem as we think. I'm surprised more hasn't been made of it so far, I'm means testing some of the unknown signings and there's been plenty in the SPL but not in the PL or EL that I can find, the few I did find you managed to work out for me.

Adli does fall under the category of possibly being considered due to being a youth player, just not quite sure how the club goes about proving he is of "significant potential and is of sufficient quality to enhance the development of the game in England"

image.png.dcb568c9c06a75eea25e08e35c190461.png

Before these new rules when it went to the exceptions panel they used to consider the transfer fee being paid, wages being paid etc. but there doesn't seem to be any information available as to whether they are still looked at

Entirely possible the club manage to prove he would be of good enough quality and potential for the league as a youth player, but not getting my hopes up!

Should the club ever decide to dip their toes into the South American market though, because you can get a load of points for just a single appearance in the Copa Libertadores, South American youngsters wouldn't have much of a problem getting a work permit, just a lot of European youth players who don't play regularly for teams in top divisions have basically no chance of getting one unless they have "significant potential"

Yeah, I'm very surprised this hasn't happened yet. Wolves have signed that young Colombian defender and Man City have a couple of Brazilian wonderkids arriving next year but I really thought we'd see South America exploited more straight the way. I hope we've got more scouts out there now, Anderson Perry the good times are over son, now you have to earn your Benjamin's.

It is odd we haven't been linked with any of late, especially as we seemed to go through a phase not that long ago of trying for those kind of upcoming talents (Gabigoal, etc etc). Perhaps we've changed tact on that though, and felt there wasn't much value to be had. Seem to always be seeing young Brazilian players being touted at £25m+ these days, with no experience of European football.

....there is one Brazilian available, on our doorstep.....awaiting a call from us!!!

If only we owned a Belgian team he could go to first to subvert the rules…

It's then if he'd want to spend a year in the Belgian league and if the manager would actually accept him there

I wasn’t being entirely serious.

Call me a cynic but 50b is quite obviously covering their bases for when Man City, United or Chelsea want to slip them a brown paper bag under the table to sign some kid from some small foreign academy that's meant to be the new Ronaldo.

It's completely subjective and vague and will never be relevant to us.

This is what is on the form they have to fill in when it goes to an exceptions panel for a youth player, do you think they just simply put "I think he is well good and going to be quality mate" and slip the panel some $$$? lol

I think they just put Yes in the top two boxes and write a number in the third.

Absolutely ridiculous. How do you objectively prove a young player has significant potential to enhance the development of the game in England?

...very much a principle thing!!!

If Brys is unhappy to be dictated to as to who comes into the club, I would imagine he would take a stance and marginalise him.

The fact that Adli is a ready made player who would surely add to his team should be the overriding point in this matter.

...just reading that, it is vague enough for interpretation!!!

It is not exactly asking for DNA samples or proof of genealogy .

Youth Player is classed as someone born on or after 1st January 2000, so Amine Adli would be classed as one

Basically the club need to somehow prove he is an exceptional talent, or he needs to move to a top division team and play a lot (like Sowah) and then he would be able to get one next summer

Quite immaterial really as it only means he has 1 additional point, but I looked on FBref and I worked out he played 84.5% of league minutes last season. My personal feeling is if the fee is > 10m then it likely qualifies as an exception.
