Decimation, despite being a group punishment was carried out on the individual. 24 teams of 11 = 264 ( they didn't use subs in those days) . If you take out every 10th player you are left with 238 players 238 players would make 21.6363 teams Correct.

Maybe only 3 new players to arrive, not as rich as we all though now because of Svens spending. John Pantsil was on 30k p/w.
