Which is some sort of progress. It's not going to go away overnight, but steps have to be set out and rules in place, far more threatening than a small fine to an FA who can pay it with loose change.

At the end of the day its all about stereotyping to make someone else feel weak or inferior and football fans are the worst for doing it. Different sport but look at Lewis Hamilton getting racially abused by the spanish F1 fans, the reason for this was to try to make him perform badly because he was beating their hero Alonso.

Sadly their sole priority is money, so you wont see much of a punishment. Just wait until the World Cup in multicultural Russia!!

Not true. A banning order forces a country's authorities (not just FA but government to) to confront the problem, as the majority of people are upset at the ban and perception of their country as racist. Those football fans missing out on their country competing are upset. Equally, non-football fans are embarrassed and want it sorted. Think England tackling the hooligan problem. Did the ban from European competition in the 80s help the FA, the government and non-hooligan football fans to reduce hooliganism? I would argue it did.
