Cheaper tickets yes but it's December, it's close to Christmas, people tempted by a cheap day trip will have already bought City tickets for midweek and won't feel the need to go twice, it's early kick off, it's on tv and it might be a top of the table clash but it's Burnley, they're not exactly a big draw and themselves won't bring many.
