The IFFHS split nations into four levels based on the relative strength of their domestic league, with the strongest leagues at the top (example England/Level 4). Is a team that isn't in the Europa League or one that finished bottom of their champions league group automatically worse that a team who beats small European clubs but is below them in a league table?

Football is not exactly transitive. Just because we beat Spurs at their place doesn't mean we can beat anyone. We do not deserve to be considered a top 5 team in Europe because we're atop of one of the top 5 leagues in Europe. Spurs took 4 points from Arsenal while we got doubled. Spurs beat Fiorentina, Anderlecht and Monaco while we didn't play them. Those are great sides, not exactly small European clubs and any one of them would be in hunt for a top 7 spot in the Prem. We're the best team in this league as we've gotten it done in the 31 games that count towards it. However that shouldn't necessarily make us the best overall side in England when there are 3 more fronts to fight for trophies and the supplemental games that come with them. I have no problem with Spurs being ahead of us on that ranking. It doesn't mean much to me. All I care is that our boys get it done in the 7 games that matter to us. I'm just putting out there that it's not ludicrous that an algorithmic ranking tool put them above us. And I have no problem with rankings not tailoring to the last 31 or 40 league games that make us the best in one competition in England and like that means we would have put up a better fight to save the English coefficient.
