And yeah leverage you jump with your arms up, that's why both arms are at the same height. Looks like they are touching at the same time to me. Okay try this (I would post but am on phone and is a nightmare!) Google image search: "Premier League headers" Spot the recurring theme! No-one has two arms over their heads because the are heading the ball, not punching! The leverage part is for the jump, not heading part. So if he's still in the process of jumping, he's mistimed it, like a mistimed tackle in the box... What do they lead to?

Nah Evra clearly there first. Yes he's beaten to the ball I know that he's still in the process of getting up, that is not a crime. miss timed tackles? Generally not penalties for deliberate handball unless I'm missing something. I actually think it's a really hard call to make myself but not because of the nonsense you don't jump with your arms up comments on here.

Germany usually play effective possession football and try to move the ball into attacking positions most of the time, the just havent finished any chances or their final ball has been too long. Whereas Spurs are all about sideways passing and keeping possession for the sake of it.

So he's mistimed it and rather than taking it off Evra has instead blocked the shot... fairly certain that doesn't lead to anything if it hits anywhere except the hand (and even if it hits the hand the law is deliberate). Evra heads the ball first, onto Schweinsteigers hand. He's an idiot for having his hands up there but claiming it's like Maradona is being frankly ridiculous.
