You can't have a beer in the US when your 19 because the drinking age is 18 here. Your still under their legal drinking age. So why would you be allowed to go to the US and sleep with a 17 year old? You're breaking their law.

For example, if you live on a road with a speed limit of 40, that means you’re allowed to drive at 40 anywhere, even if the speed limit says 30. 1
